DPP answers that question with a shared framework adapted from the U.S. Federal Emergency Management Agency (FEMA).<\/p>\n<p>The framework has 32 core capabilities. They are grouped into five mission areas: Prevention, Protection, Mitigation, Response, and Recovery. A sixth group of cross-cutting capabilities applies to all five.<\/p>\n<p>For each capability, this page gives FEMA&rsquo;s definition. Where a venue has made a commitment, the page also lists the measures it is developing. So far, all listed measures come from Tokyo Dome, the first venue to map its work against the framework.
