The company was founded in 1936 as Korakuen Stadium and took its current name in 1990, two years after it opened the Tokyo Dome in 1988. The Dome is Japan’s first air-supported domed stadium and holds up to 55,000 people. It is the home ground of the Yomiuri Giants baseball team and a regular venue for major concerts and international events. Around the stadium, the company runs Tokyo Dome City, a complex in central Tokyo with an amusement park, the Spa LaQua hot-spring facility, a hotel, shops, and restaurants, which draws visitors all year. As a founding partner of the Disaster Prevention Platform initiative, Tokyo Dome Corporation is applying its experience managing large crowds to urban disaster preparedness, and it is the first venue to commit specific measures under the DPP framework.

Taipei Rapid Transport Corp.

Taipei Rapid Transit Corporation (TRTC) keeps Taiwan’s capital moving. The Taipei City Government established it in 1994 to operate the Taipei Metro, and the first line, the Wenhu (Brown) line, opened in 1996. The network now runs five main lines and more than 115 stations across Taipei and New Taipei City, and it carries roughly two million trips on a typical day. TRTC is known for clean, punctual, and well-run service, and it has long been ranked among the world’s most reliable metro systems. Its work goes beyond trains. The company runs the Maokong Gondola into the tea-growing hills south of the city, Taipei Children’s Amusement Park, the underground shopping streets beneath several stations, and the Taipei Arena, one of the city’s main venues for concerts and sporting events. Running both a transit network that carries most of the city’s commuters and a major arena gives TRTC unusual experience with large crowds, and the company brings that to the Disaster Prevention Platform as one of its three founding signatories.

Farglory Dome Co. Ltd.

Farglory Dome Co., Ltd. operates the Taipei Dome, Taiwan’s first covered stadium and the newest of the three DPP venues. The company belongs to the Farglory Group, a major Taiwanese developer and construction firm. It built and runs the Dome under a build-operate-transfer agreement with the Taipei City Government, which brought a stadium plan dating to the early 1990s to completion after decades of delay. The Dome sits in Taipei’s Xinyi District, beside the Songshan Cultural and Creative Park. It opened with a test game in November 2023 and hosted its first international competition, the Asian Baseball Championship, that December. It seats about 40,000 for baseball and up to 58,000 for concerts. Within a year it was co-hosting the opening round of the 2024 WBSC Premier12, the tournament Taiwan’s national team went on to win, and it has since become a center of the country’s baseball culture and a major stop for large concerts. As a young, purpose-built venue, Farglory Dome brings to the Disaster Prevention Platform a chance to build disaster resilience into a facility’s operations from the start.

University of California, Los Angeles

The University of California, Los Angeles (UCLA) is one of the world’s leading public research universities. It was founded in 1919 and sits in the Westwood neighborhood of Los Angeles, a city that knows earthquakes, wildfires, and the problem of planning for both. UCLA’s role in DPP comes through its Department of Architecture and Urban Design and the department’s research center, xLAB. Together with Tohoku University’s International Research Institute of Disaster Science (IRIDeS), xLAB leads ArcDR3 (Architecture and Urban Design for Disaster Risk Reduction and Resilience), an international research partnership that Professor Hitoshi Abe has coordinated since 2020. ArcDR3 brings together universities across the Pacific Rim to ask how buildings and cities can be designed to live with disaster, not only to defend against it or recover from it afterward. That work produced Regenerative Urbanism, the design approach that the DPP Joint Declaration takes up as one of its five goals. ArcDR3 also developed the concept of a venue’s “ambidexterity,” which treats large venues as both places of everyday entertainment and resources in an emergency, and the declaration names it as one of ArcDR3’s central ideas. Through exhibitions in Tokyo and Los Angeles, a series of international forums, and its publications, ArcDR3 has turned academic research into practical frameworks like DPP. UCLA brings the platform research expertise, a strong design culture, and a network of partners across the Pacific Rim.

Tokyo Dome Tokyo Dome Corporation runs one of Japan’s best-known places for sports and entertainment.
